fa چارچوب میان‌مدت مخارج دولت كاربردي Applicable <p style=DIRECTION: rtl align=justify>نظام‌های مدیریت مالی هدف‌های سه‌گانه: ثبات و انضباط مالی، تخصیص استراتژیک منابع، و کارایی عملیاتی را دنبال می‌کنند. این سه هدف به چارچوب سه‌گانه نیز موسوم است. «چارچوب میان مدت مخارج دولت (MTEF)» فرایندی است که در سال‌های اخیر برای تحقق سه هدف یاد شده در بسیاری از کشورهای جهان به کار گرفته شده است. در این فرایند دولت و سازمان مسئول برنامه و بودجه به تفاهم‌های قانونمندی برای تخصیص منابع عمومی براساس اولویت‌های استراتژیک، با رعایت انضباط مالی، می‌رسند. در این مقاله ضمن اشاره به ویژگی‌های چارچوب میان مدت مخارج دولت، به ذکر مثال‌هایی در این زمینه و همچنین تجربیات بعضی از کشورها پرداخته شده است. در بخش پایانی مقاله نیز پیشنهادی درخصوص کاربرد این چارچوب در ایران ارائه شده است. با توجه به اینکه اجرای نظام بودجه‌ریزی بر مبنای عملکرد از سال 1385 در ایران آغاز شده و ارتباط نزدیکی که بین بودجه‌ریزی بر مبنای عملکرد و چارچوب میان مدت مخارج دولت وجود دارد، کاربرد هرچه سریع‌تر چارچوب پیشنهادی از اهمیت زیادی برخوردار است. اگرچه پیشنهاد ارائه شده در بخش پایانی این مقاله برای بودجه سال 1386 است، با توجه به ماهیت این پیشنهاد برای سال‌های آینده نیز می‌تواند مورد توجه قرار گیرد. </p> Financial management systems follow triple goals of financial stability and discipline, strategic allocation of resources and operational efficiency. These triple goals are known as triple framework. Medium Term Expenditure Framework (MTEF) of government is a process taken in order to achieve the triple goals mentioned in many countries over the world during recent years. In this process, the government and the organization in charge of planning and budgeting forge lawful agreements on allocating public resources on the basis of strategic priorities while considering financial discipline. This paper introduces the characteristics of Medium-Term Expenditure Framework (MTEF) of government as well as the experiences of some countries. The last part of the paper is a recommendation on the application of this framework in Iran. Since performance-based budgeting has started in 2006 in Iran and as there is a close relationship between performance-based budgeting and MTEF, it is very crucial to use this recommended framework as soon as possible.
