fa مدل بودجه ریزی بر مبنای عملکرد: رویکرد بهینه سازی استوار (مورد مطالعه: دانشگاه تربیت مدرس) پژوهشي Research <div style="text-align: justify;">با بررسی ادبیات موضوع، مدل‌ ریاضی که دربرگیرنده ساختار دوگانه بودجه‌ریزی بر مبنای عملکرد در دانشگاه باشد، مشاهده نشد. ازاین‌رو، هدف این پژوهش ارایه مدل PBB است به طوری که تخصیص بودجه به برنامه‌ها، براساس اهمیت هر برنامه و تخصیص بودجه به دانشکده‌ها، براساس سرانه دانشجویی مصوب توجه شود. با درنظرگرفتن معیارهای گوناگون در دانشگاه، و با توجه به عدم قطعیت تصادفی موجود درتعیین پارامترهای حدود بالای بودجه درتمام سطوح دانشگاه، مدل برنامه‌ریزی آرمانی استوار، در دانشگاه طراحی شد. نکته مهم در طراحی مدل، استفاده از ضریب کارایی برای تعیین ضریب اهمیت هرگروه آموزشی به منظور تخصیص بودجه به آن است. هم‌چنین وزن آرمان‌ها و میزان اهمیت هر برنامه براساس مقایسه‌های زوجی توسط خبرگان تعیین شد. این مدل استوار دارای پنج آرمان، 1627محدودیت و 1236 متغیر تصمیم است نتایج ارایه شده در دو سطح کلان و عملیاتی، و هم‌چنین شبیه‌سازی مدل‌ها، نشان از قابلیت بسیار بالای مدل استوار نسبت به مدل قطعی، در پاسخ‌گویی به عدم قطعیت موجود در پارامترهای مسئله و هم‌چنین مدیریت سطح ریسک تصمیم دارد. هم‌چنین با تحقق نسبی بودجه مصوب برای هر دانشگاه، تصمیم‌گیرندگان می‌توانند با بهره‌گیری از نتایج حاصل از حل مدل و شبیه‌سازی مدل استوار، متناسب با بودجه تحقق‌یافته، نسبت به تخصیص آن اقدام کنند.</div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="text-autospace:none"><span style="unicode-bidi:embed"><span style="font-family:&quot;Times New Roman&quot;,serif"><span style="font-size:11.0pt"><span style="font-family:Times-Roman">Going over the literature, we observed that there is no mathematical model that can takes account of the Dual Performance-based Budgeting(PBB) structure in Tarbiat Modares University. Hence, the purpose of this paper is to construct a PBB model for the university so that the budget is allocated not only to the plans in accordance with their priorities, but also to the faculties based on approved student per capita by the Ministry of Sciences, Researches and Technology. Considering the various criteria in the university system and due to the stochastic uncertainties in the problem parameters, the researcher formulated a Goal Programming model of Robust PBB. The pivotal point of such model regards applying performance indicators, calculated based on the data envelopment analysis approach (DEA) to determine the importance coefficient of each educational groups in order to allocate its budget share. In addition, the weights of goals and the priority of each plan were determined using some paired comparison questionnaires completed by the experts. The RPBBGP model has 5 goals, 1627 constraints and 1236 decision variables. The results presented on both macro and operational levels &ndash; and also on simulation of Crisp and two RFPBB models, demonstrated the high level of accountability of RFPBB models in response to the uncertainty in the parameters of problem and also in managing the level of decision risk.
