fa ترسیم راهکارها و ضوابط دستیابی به جامعه مطلوب ایرانی در سال 1393 پژوهشي Research <p style="DIRECTION: rtl" align="justify">در سند چشمانداز بیستساله کشور، اهداف حرکت در مسیر پیشرفت و دستیابی به جامعه مطلوب در افق 1404 شمسی ترسیم شده است. برنامههای پنجساله توسعه در طول این سالها، هر کدام موظف به دستیابی به بخشی از اهداف مذکور هستند. در آغاز دهه چهارم انقلاب اسلامی که دهه پیشرفت و عدالت نامیده شده است، برنامه پنجم، مأموریت خطیر دیگری را نیز بر عهده دارد که تمهید کامل مقدمات دستیابی به اهداف سند چشمانداز و طی کردن فرایند پیشرفت و عدالت توأمان، در قالب تدوین و اجرای الگوی اسلامی ایرانی توسعه کشور است. شاید این کار دشوار باشد، اما میتوان نقاط اهرمی را معرفی کرد که تلاش برای دستیابی به آنها، تأثیر مهمی در تحقق اهداف مذکور خواهد داشت. این نقاط اهرمی عبارتاند از: تحول فکری و فرهنگی مردم جامعه متناسب با مسیر پیشرفت، بهرهمندی از علم، دانش و تخصص کافی به منظور پیمودن مسیر رشد، وجود زیرساختهای اقتصادی مناسب و تأمین مالی پروژههای توسعهای، مدیریت و نظام مناسب اجتماعی و در نهایت، وجود امنیت و ثبات در این نظام به دلیل بلندمدت بودن فرایند. در مقاله حاضر، نقاط اهرمی مذکور به اختصار مورد بررسی قرار گرفته است. چنانچه اصلاحات کافی در این نقاط پنجگانه انجام شود، میتوان امیدوار بود در برنامه پنجم توسعه، خیز مناسبی به منظور دستیابی به اهداف چشمانداز کشور برداشته شود. </p> Iran’s 20-year vision document has defined the roadmap of development toward an ideal society by 2025. Each five-year development plan within these years is duty-bound to partly meet the requirements of its goals. At the start of the Islamic Revolution’s fourth decade named as “Development and Justice”, the fifth five-year development plan has a crucial mission which is responsible for setting the stage and meeting the needs to fulfill the goals of the 20-year vision as well as to complete process of both development and justice together, in the framework of formulating and executing Iran’s Islamic-Iranian development model. This may seem difficult to achieve though some leverage points could be introduced that will play the vital role in hitting the targets if the attempts are focused on them. These leverage points are as follows: intellectual and cultural transition of the people in the society appropriate for the development path taking advantage of adequate knowledge and expertise needed for development, existence of proper economic infrastructures and funding development projects, suitable managerial and social systems, and finally security and stability in these systems since the process is long-run. This paper tries to study such issues in brief.
