fa درس‌های همگرایی اتحادیه اروپا برای اکو پژوهشي Research <p style="DIRECTION: rtl" align="justify">موفقیت نسبی همگرایی در اروپا، موجب شده است که سایر مناطق جهان به ایجاد ترتیبات منطقه‌ای، به منظور رشد و توسعه اقتصادی و ترویج صلح و دوستی در منطقه فکر کنند. شکل‌گیری سازمان همکاری‌های اقتصادی (اکو) برای این منظور صورت گرفته است. هر چند در نگاه اول، شاید مقایسه دو تشکل منطقه‌ای مذکور، چندان متناسب با اهداف، اساسنامه، عملکرد و شرایط آنها نباشد، ولی بی‌شک برخی از دولت‌های اکو، عملکرد فعلی آن را مطلوب ارزیابی نمی‌کنند و آرزوی تحقق وضعیت بهتری را دارند. در مقاله حاضر، تلاش می‌شود دغدغه‌های اکو با الهام از موفقیت نسبی اتحادیه اروپا مورد بررسی قرار گیرد. با توجه به یافته‌های پژوهش حاضر، مشکلات اکو را می توان در دو زمینه ساختاری، مانند فقدان و عدم دموکراسی بالنده و لیبرالیسم اقتصادی، آسیب‌پذیری ژئوپلیتیکی و نفوذ منفی قدرت‌های فرامنطقه‌ای و نیز فقدان و عدم تحقق راهبردهای تجاری مورد ارزیابی قرار داد. طبق نتایج پژوهش حاضر، اکو هنوز نتوانسته است به اولین گام همگرایی دست یابد که وحدت گمرکی است. از این رو، انگیزه اعضا برای ارتقای آن کاهش یافته است. ولی نگارندگان مقاله حاضر، درباره سرنوشت اکو ناامید نیستند. در پژوهش حاضر، وضعیت اتحادیه اروپا، ایده‌ال و بدون مشکل تلقی نمی‌شود، ولی از دیدگاه واقع‌گرایانه، موفقیت این اتحادیه در همگرایی منطقه‌ای، مدلی قابل اعتنا در سطح جهان ارزیابی میگردد. از این رو، تجارب اروپا در پیشبرد همگرایی اکو می‌تواند سودمند باشد. </p> EU relative success of regional integration has encouraged other regions of the world to make new regional arrangements with the aim of economic growth and development as well as extending peace and friendship in their own regions. Economic Cooperation Organization (ECO) was formed in line with the same goals. At the first glance, these two regional bodies might seem incomparable as far as their goals, statute, performance and terms are concerned however some member countries of ECO do not evaluate its present performance as satisfactory and wish to improve it a to better status. This article tries to examine ECO concerns with a view of EU relative success in mind. Based on the review of the related literature on the EU regional body, the researchers categorize ECO problems into two: first, structural problems such as the lack of dynamic democracy and economic liberalism, as well as geopolitical vulnerability and negative the influence of trans-regional powers, and second, the lack of trade strategies. The research findings show that ECO has not yet finalized the first step of regional integration, i.e. the unity of the customs. Therefore, the members’ motivation for progress has diminished. The authors are still hopeful about destiny of ECO. This article do not assess EU situation as ideal or without difficulty. Yet realistically speaking, the EU success in regional integration could be an examinable model for the world.
