به منظور اصلاح ساختار بودجه عمومی دولت در اقتصاد ایران، شناخت ویژگی‌های بودجه ضروری است. در این پژوهش، با مروری بر مشخصه‌های بودجه، عوامل توضیح‌دهنده کسری بودجه دولت در بازه 1398-1344 تحت دو الگوی خودرگرسیونی با وقفه‌های توزیع‌شده مورد بررسی قرار می‌گیرند. شواهد نظری و تجربی نشان می‌دهد که سه مجموعه عوامل ساختاری بودجه، شرایط اقتصاد کلان، و اقتصاد سیاسی می‌توانند در ایجاد کسری بودجه مزمن نقش بسزایی داشته باشند. نتایج برآورد ضرایب بلندمدت الگوهای پژوهش حاکی از آن است که نسبت تراز عملیاتی و سرمایه‌ای به GDP به عنوان شاخص کسری بودجه با اندازه دولت، نسبت نوسان‌های مخارج به نوسان‌های درآمد دولت، نسبت سرمایه‌گذاری دولتی به سرمایه‌گذاری کل، شکاف تولید، شکاف تورم، و شاخص نابرابری درآمد دارای رابطۀ مستقیم است. نکته مهم آن‌که در اقتصاد ایران نیروی پیشران در کسری بودجه، عامل هزینه‌هاست. همچنین، چرخه رونق اقتصادی که به ‏طور عمده با رونق نفتی همراه است، به دلیل ویژگی‌های اقتصاد متکی به وفور منابع طبیعی، به افزایش بیش از اندازۀ هزینه‌های دولت منجر می ‏شود و در نهایت کسری بودجه را می‌افزاید. در دوران رکود اقتصادی که با کاهش درآمدهای نفتی همراه است، چسبندگی هزینه‌های دولت، به ‏ویژه هزینه‌های جاری، به افزایش کسری بودجه منجر می‌شود. از سوی دیگر، شاخص‌های اقتصاد سیاسی همچون ضعف قدرت دولت و تاثیر فشار گروه‌های سیاسی، بر تشدید کسری بودجه موثر هستند. در سال‌هایی که امکان استفاده از منابع حساب ذخیره و صندوق توسعه ملّی برای تامین کسری بودجه فراهم بوده، اثر ثروت بر تشدید کسری بودجه تایید شده است.
