معاهده‌های سرمایه‌گذاری دوجانبه؛ راهبردی در جذب سرمایه‌گذاری مستقیم خارجی در کشورهای درحال توسعه

در دهه‌های اخیر، معاهدات سرمایه‌گذاری دو/چندجانبه تبدیل به مهمترین مکانیزم قانونی بین‌المللی برای تشویق و دلگرمی سرمایه‌گذاران خارجی جهت جذب سرمایه‌گذاری مستقیم خارجی، تبدیل شده‌اند. بنابراین کشورهای درحال توسعه، معاهدات سرمایه‌گذاری دوجانبه را جهت جذب سرمایه‌گذاری‌های مستقیم خارجی منعقد می‌کنند. در این راستا مطالعه حاضر با هدف بررسی تاثیر معاهدات سرمایه‌گذاری بر سرمایه‌گذاری مستقیم خارجی در کشورهای درحال توسعه در نظر گرفته شد. ازینرو با استفاده از داده‌های اقتصادی 21 کشور درحال توسعه در دوره زمانی 1386 تا 1401، تاثیر معاهدات سرمایه‌گذاری بر سرمایه‌گذاری مستقیم خارجی، از طریق یک مدل جاذبه، مورد بررسی قرار گرفت. نتایج نشان داد: معاهدات سرمایه‌گذاری دوجانبه تاثیر مثبت و معنی‌داری بر سرمایه‌گذاری مستقیم خارجی دارد. با اضافه شدن متغیرهای کیفیت نهادی، رابطه استعماری و متغیر ساختگی توافق تجارت آزاد به مدل، با انعقاد معاهده سرمایه‌گذاری دوجانبه، کشور میزبان به سرمایه‌گذاران خارجی یک چارچوب نهادی خارجی ارائه می‌دهد که به طور قابل اعتمادی آنها را متعهد می‌کند که از سرمایه‌گذاری خود، بهتر از توان نهادهای داخلی محافظت کنند، در این صورت آنها جایگزین هستند و انتظار یک رابطه منفی وجود دارد. از سوی دیگر، انعقاد معاهده سرمایه‌گذاری دوجانبه ممکن است به عنوان یک دستگاه سیگنال‌دهی، عمل کند و به سرمایه‌گذاران خارجی اعلام کند که کشور در حفاظت از سرمایه‌گذاری آنها جدی است، لذا یک فاکتور تعاملی بین معاهده سرمایه‌گذاری دوجانبه و کیفیت نهادی به مدل توسعه‌یافته اضافه شد که مثبت و معنی‌دار و نشان‌دهنده قابلیت جایگزینی است.
