یکی از آسیب ­ها و نقاط ضعف آشکار عدم توفیق برنامه ­های پنج‎ساله توسعه کشور، فقدان یا ضعف شدید ساختارها، نهادها و سازوکارهای انگیزه-سازگار (سازوکارهای انگیزشی کارا و اثربخشِ خودتنظیم) برای عوامل اجرایی غیرمتمرکز است. نظریه طراحی سازوکار برای حل این مسئلۀ مهم و لحاظ کردن مستقیم انگیزه ­های درونی اقتصادی عوامل اجرایی در سیاستگذاری­ ها و برنامه­ های توسعه مطرح گردیده و در دهه­ های اخیر کاربرد فراوانی داشته است. طراحی سازوکار هنر طراحی قواعد بازی برای دستیابی به اهداف یا آثار مطلوب جمعی است. برای استفاده از طراحی سازوکار در برنامه ­ریزی و سیاستگذاری، ابتدا اهداف یا آثار مطلوب جمعی توسط سیاستگذاران و برنامه ­ریزان مرکزی تعیین می­ شوند، سپس قواعد بازی برای ایجاد انگیزه ­های کافی در عوامل اجرایی به منظور انجام فعالیت­ های همراستا با اهداف اجتماعی سیاستگذاران و برنامه ­ریزان تعیین می­ گردند. نتایج پژوهش حاضر نشان می ­دهد که سیاست­ ها و اهداف کلان و قوانین و مقررات متعالیِ مورد نظر سیاستگذاران و برنامه­ ریزان مرکزی، مادامی که با طراحی و استقرار سازوکارهای کارا و اثربخشِ خودتنظیمِ برانگیزاننده و بازدارندۀ عوامل اجرایی غیرمتمرکز پشتیبانی نشوند، در عمل تضمینی برای اجرای شایسته آن‎ها وجود ندارد. بنابراین، استفادۀ کاربردی از این نظریه مدرن در برنامه هفتم توسعه کشور ضرورت دارد.
