تاثیر شاخص سلامت بر رشد اقتصادی (مطالعه استانی)

رشد متوازن منطقه‌ای از اهداف اصلی سیاست‎گذاران اقتصادی در عرصۀ توسعه ملّی پایدار است و مطابق با درجۀ توسعه‎یافتگی و محرومیت مناطق نیازمند سیاست‎گذاری‎ها و برنامه‎ریزی‎های مختلف است. سلامت عاملی موثر بر سرمایه انسانی، بهره‎وری و رشد و توسعه اقتصادی پایدار است و بهبود آن مسئلۀ مهمی است. بنابراین، بررسی تاثیر سلامت بر رشد اقتصادی در کنار بسیاری از دیگر عوامل موثر، بر اساس میزان برخورداری و محرومیت استان‎های کشور، ضرورت پیدا می‎کند. این پژوهشِ توصیفی-تحلیلی با برداشتی از فرم تابع تولید کاب‎داگلاس، تاثیر شاخص سلامت بر رشد اقتصادی را در سه گروه از استان‎های کشور (برخوردار، با برخورداری متوسط، و کم‌­برخوردار)، با رویکرد پانل دیتای هم‌­انباشتگی و با روش حداقل مربعات کاملاً اصلاح‌‏شده مورد بررسی قرار می‌‏دهد. بر اساس نتایج، تاثیر مخارج سلامت خانوار، مخارج آموزشی خانوار، عملکرد اعتبارات عمرانی، سرمایه‌گذاری خصوصی در مسکن، درصد شهرنشینی، و میزان مشارکت اقتصادی بر رشد اقتصادی در سه گروه استان‎ها مثبت و معنادار بوده است. با افزایش صد درصدی در مخارج سلامت خانوار، تولید ناخالص داخلی در استان‎های کم‎برخوردار 22/2 درصد، در استان‎هایی با برخورداری متوسط 19/6درصد، و در استان‎های برخوردار 16/7 درصد رشد خواهد نمود. بنابراین، تمرکز دولت بر سلامت همه استان‌ها، به‌ویژه استان‌‏های کم‌‏برخوردار و با برخورداری متوسط، برای تقویت رشد اقتصادی پایدار بسیار موثر است. نتایج نشان می‌دهد که شاخص سلامت متغیری بلندمدت است و سیاست‌های مرتبط با سلامت نیز آثار بلندمدتی بر رشد و توسعه اقتصادی دارد.
